build: add twelvemonkeys-imageio-tiff for thumbnail TIFF support

JDK ImageIO handles JPEG, PNG, BMP, GIF out of the box but not TIFF.
Since the document upload allowlist permits image/tiff, the thumbnail
generator must also decode it.
