docs(importer): resolve open questions in Personendatei importer spec

OQ-01: tool deduplicates rows with identical (firstName, lastName, birthYear)
OQ-02: birthPlace/deathPlace kept as separate JSON fields
OQ-03: multi-name firstName stored verbatim
