Tests cover: getBlock (found, not found), createBlock (creates annotation +
block + version), updateBlock (text + label), deleteBlock (deletes block +
annotation, not found), reorderBlocks, getBlockHistory, sanitizeText (null,
max length, plain text preservation), listBlocks
