Marcel 10cecb01f5 feat(a11y): respect prefers-reduced-motion for scroll-sync

Uses scrollIntoView behavior 'instant' instead of 'smooth', skips
CSS animations (static highlight instead), and extends timeout to
2s for reduced-motion users.
